(א)עובדי הרשות יהיו עובדי המדינה ויחולו עליהם הוראות חוק שירות המדינה (מינויים), התשי״ט–1959.
(ב)עובדי הרשות יפעלו לפי הוראות הממונה ובפיקוחו.
