14. הרשות המוסמכת כמערער
הוגש ערעור על ידי הרשות המוסמכת שלא היתה בעלת דין בפני ועדת הערעור, רואים לענין תקנות אלה כל פעולה שנעשתה לגבי הרשות המוסמכת בעלת הדין בועדת הערעור, כאילו נעשתה לגבי הרשות המערערת.
