35. הגבלת הדיון לנימוקים
הועדה לא תיזקק לכל נימוק שלא פורש בכתב הערר או בכתב התשובה או שלא היה נימוק להחלטת הרשות המוסמכת, ולא תיזקק לכל נימוק ולכל טענה של העורר שלא הביאם בפני הרשות המוסמכת, אלא אם היא משוכנעת שהנימוק או הטענה נשמטו מטעמים שלא היתה לבעל הדין המבקש להיעזר בהם שליטה עליהם.
