תכשיר המיוצר בישראל לצורכי רישומו בפנקס (תקנה 29(א)(7) לתקנות):
(א)התכשיר מיוצר במפעל המחזיק ברישיון עסק לפי חוק רישוי עסקים;
(ב)המנהל שוכנע כי תשתיות המפעל מאפשרות את ייצור התכשיר המסוים בתנאי ייצור נאותים (GMP);
(ג)היצרן התחייב, בכתב, כי התכשיר לא ישווק ולא תועבר לאחר הבעלות או החזקה בו בטרם קיבל בעבורו היתר שיווק.
