הוזמנו הצדדים לדיון ואחד מהם לא התייצב לדיון, רשאית הוועדה לדון ולהחליט בהשגה גם בהעדרו ובלבד שהוכח להנחת דעתה שהומצאה לו הזמנה כאמור בתקנה 7.
