2. כינוס המועצה
היושב ראש יכנס ישיבה של המועצה –
(1)כאשר הוא רואה צורך בכך לשם קידום תפקידי המועצה, ובלבד שהכינוס יהיה לא יאוחר משלושה חודשים לאחר הישיבה הקודמת;
(2)על פי בקשה בכתב בחתימת שניים לפחות מחברי המועצה שפורט בה סדר היום המוצע.
