5. תחילה ותחולה
תחילתן של תקנות אלה ביום ט״ו בניסן התשנ״ט (1 באפריל 1999) והן יחולו על החזר בעד שירותי בריאות לגבי שירותי בריאות שניתנו בתקופה שמיום הגשת הבקשה לקביעת תושבות או מיום תחילת התושבות, לפי המאוחר, ובלבד שלא קדם ליום התחילה, מיום התחילה ואילך.
