בתוקף סמכותי לפי סעיף 88 לפקודת מס הכנסה, וסעיף 47 לחוק מס שבח מקרקעין, התשכ״ג–1963, ובאישור ועדת הכספים של הכנסת, אני מתקין תקנות אלה:
