48. הטלת חובה
מקום שבתקנות אלה, מוטלת חובה ולא נקבע במפורש על מי היא מוטלת, יראוה כמוטלת –
(1)לענין כלי שיט – על הקברניט ועל בעל כלי השיט;
(2)לכל ענין אחר – על הבעל, המחזיק המפעיל, או סוכנו של כל אחד מהם.
