12. סמכויות
(א)המועצה תפעל לביצוע תפקידי רשות הנחל.
(ב)ההנהלה תפעיל ותבצע את התפקידים שהמועצה תטיל עליה, למעט:
(1)קביעת מדיניות רשות הנחל;
(2)אישור תכנית עבודה שנתית של רשות הנחל;
(3)אישור התקציב השנתי של רשות הנחל;
(4)הטלת מכסות לפי סעיף 18(א) לחוק;
(5)כל תפקיד או סמכות שהמועצה החליטה במפורש כי יישארו בידיה.
(ג)החלטות המועצה בעניינים המפורטים בסעיף קטן (ב) טעונות אישור השר.
