ההנהלה תקבע את מורשי החתימה שלה, את אופן ניהול כספי רשות הנחל וביצוע ההתקשרויות החוזיות, ואת דרכי עריכת המכרזים, הכל בהתאם להוראות תקנות כספים ומשק (התכ״ם) של החשב הכללי במשרד האוצר החלות בשירות המדינה, בשינויים המחויבים.
