13. חובת חיבור מבקש
בכפוף לאמור בכל מקום אחר בתקנות אלה לענין חיבורם של מבקשים לרשת הכבלים, יחבר בעל זכיון לשידורי כבלים אל רשת הכבלים שלו כל מבקש באזור, ואין הוא רשאי להתנות חיבורו של מבקש מסויים בחיבורם של מבקשים אחרים.
