5. סמכויות האיגוד
(א)האיגוד מוסמך לפעול כל פעולה שהיא במסגרת מילוי תפקידיו המפורטים בסעיף 4 ולמען הגשמתם.
(ב)לשם ביצוע תפקידיו יהיו לאיגוד כל הסמכויות הנתונות לרשות מקומית על פי כל חיקוק; לצורך זה, כל מקום בחיקוק שמדובר בו ב”עיריה“, ב”מועצה מקומית“ או ב”רשות מקומית“, יראו כאילו מדובר באיגוד או ביושב ראש האיגוד, הכל לפי הענין, והוא כשאין הוראה אחרת לענין זה.
