6. הקניית זכויות ברכוש והטלת חובות בקשר להקמת האיגוד
המיתקנים, הצינורות, המכשירים וכיוצא בזה, שבנקודת ההתחברות של כל רשות מקומית למערכת, יהיו בבעלות אותה רשות מקומית, אלא שתפעולם, אחזקתם, שיפורם, בנייתם וביצוע כל פעולה בהם, יהיו נתונים לאיגוד בלבד; לאיגוד מוקנית הזכות להיכנס לנקודות ההתחברות כאמור, בכל עת וללא הפרעה, לצורך ביצוע תפקידיה כאמור לעיל; שאר מיתקני המערכת יהיו בבעלותו של האיגוד.
