21. קביעת בחינות
(א)הבחינות לפי תקנות אלה ייערכו בידי המנהל, לפי נהלים, במקום ובמועד שהורה.
(ב)המנהל יפרסם ברבים, בדרך הנראית לו, הודעה על דרך ההרשמה לבחינות ועל נושאי הבחינות.
(ג)הבחינות ייערכו בכתב.
(ד)מועמד יגיש למנהל את בקשתו להיבחן בצירוף אישורים המוכיחים כי הוא עומד בדרישות לקבלת אותו רישיון שלשמו הוא נבחן.
(ה)אושרה בקשה להיבחן, תישלח למבקש הודעה בכתב, מראש, על מועדי הבחינות, מועדן ומקומן.
