2. יושב ראש הועד
(א)הועד יבחר, מדי פעם בפעם, באחד מחבריו ליושב ראש.
(ב)יושב ראש הועד ייבחר ברוב קולות של חברי הועד; לא קיבל מועמד רוב כזה, יהיה ליושב ראש מי שהשר מינהו לכך.
