כל תוספת לשכר או שינויים בתנאי העבודה או בכל ענין אחר המפורט בהסכם קיבוצי מיום 16 בנובמבר 1983 שבין מדינת ישראל, מרכז השלטון המקומי ושלוש הערים הגדולות לבין הסתדרות המורים בישראל וארגון מורי בתי הספר העל־יסודיים, אשר טרם בוצעו לפני תחילת התקופה הקובעת, לא יבוצעו במהלך שנת הלימודים התשמ״ו.
