5. מקבל ההענקה
(א)ההענקה תשולם לאמו של בר ההענקה, אולם אם בר־ההענקה נמצא עם האב בלבד תשולם ההענקה לאב; ביקש ההורה שמשתלמת לו ההענקה לשלמה להורה השני – תשולם ההענקה לפי המבוקש; באין הורים – תשולם ההענקה לאפוטרופוס.
(ב)על אף האמור בתקנת משנה (א) רשאי הגוף המוסמך לשלם את ההענקה למינהלת המקום שבו מוחזק בר־ההענקה וכל החזקתו על אותו המקום.
