4. מסירה על ידי מוסר הודעה
תוך עשרה ימים מיום קבלת הפרטים מהרשות המקומית כאמור בתקנה 3 תמציא הרשות לבעל המקרקעין ולמחזיק בהם או לבא כוחם כאמור הודעה בדבר הפקעת המקרקעין, בנוסח שייקבע על ידה, על ידי מסירתה בידי מוסר הודעה במען שצויין בהודעת הרשות המקומית.
