7. כללי מכרזים
ועדת השירות הפנימית רשאית לקבוע כללים בדבר דרכי המכרזים למשרות פנויות בשירות הרשות ופרטיהם, לרבות כללים בדבר השתתפותם של עובדי המדינה, עובדי רשויות מקומיות, עובדי תאגידים שהוקמו על פי חוק ועובדי תאגידים שיש לממשלה דעה מכרעת בהנהלתם (לכל אלה ייקרא להלן – מוסדות ציבור).
