23. התנגדות בעל זכות במקרקעין
בעל זכות במקרקעין שקיבל הודעה על הגשת הבקשה להיתר לפי תקנה 22, רשאי להגיש התנגדות בכתב לבקשה להיתר, לא יאוחר מתום תקופת ההפקדה של התוכנית; המהנדס ישלח העתק מההתנגדות שהתקבלה למבקש ולעורך תוכנית לרישוי מהיר.
