1. מטרה
מטרתו של חוק זה לקבוע יום ציון שנתי לשם הגברת הידע והמודעות של הציבור לתחום בריאות הנפש בכלל ולהיבטים הייחודיים והלאומיים של החברה בישראל בפרט, לרבות לשירותי סיוע, טיפול ושיקום, לשם קידום ההכרה בזכות של כל אדם לחוסן ולבריאות נפשיים ובזכותם של מתמודדי נפש להשתתפות שוויונית בכל תחומי החיים, ולשם צמצום דעות קדומות בתחום זה.
