2.1הנהלת הקרן, שתפקידה לקבוע את מדיניות הסיוע לנזקקים.

2.3ועדה לענין סעיף 1.1.2 (סיוע ליחידים), שתפקידה לקבוע את היקף הסיוע לגבי כל בקשה לסיוע ליחידים ולמשפחות שהוגשו לקרן.
