20. ספוק צרכי הדת או צרכי התרבות של חלק מן הקהלה
בכל עיר או כפר לא תהיה יותר מקהלה אחת. אפס כי כל חלק מקהלה כזאת הכולל לא פחות משלושים בוגרים יוכל לתבוע ספוק צרכיו הדתיים והתרבותיים על־פי עיקריו הוא. והקהלה או ועד הקהלה, כפי שיחייב הענין, בסדרם ובנהלם שרותים צבוריים בעלי אופי דתי ותרבותי יתחשבו כיאות עם צרכיו של חלק כזה, ועל הקהלה או הועד שלה לחלק אותו חלק מהכנסות הקהלה המוקדש לצרכי דת ותרבות בין הקהלה ובין כל חלק כזה מהכנסת באופן יחסי למספר חבריהם.
