13. החלטת רשות רישוי לסרב לבקשה
רשות הרישוי תחליט לדחות את הבקשה לשינוי שימוש בשל אחד או יותר מאלה:
(1)הבקשה אינה עומדת בתנאי בדיקת ההתאמה;
(2)רשות הרישוי קיבלה הערות של בעל זכות במקרקעין לבקשה, ובשל קבלת ההערות לא ניתן לאשר את הבקשה.
