2. הסמכה
החליט שר העבודה להסמיך קרן חופשה יתן לה תעודת הסמכה ויצרף אליה את התקנון שאישר ואת רשימת ארגוני העובדים שימנו חברים להנהלה הראשונה בנקיבת מספר החברים שקבע לכל אחד; תעודת ההסמכה תשמש ראיה לכל דבר כי קרן החופשה הוסמכה כחוק, וכי התקנון אושר על ידיו.
