14. בית דיור מוגן שבו הדיירים הם בעלים או חוכרים
לעניין מבקש רישיון של בית דיור מוגן שהדיירים שבו הם בעלים או חוכרים של המקרקעין או זכאים להירשם כבעלים או כחוכרים של המקרקעין, הממונה רשאי לראות בו כבעל יציבות כלכלית אף אם לא התקיימו לגביו כל התנאים שבתקנות אלה, ורשאי הוא לקבוע ברישיונו תנאים מתוקף סמכותו לפי סעיף 7(א) לחוק להבטחת יציבות כלכלית מתאימה במהלך תקופת הרישיון.
