2. משקל של אמת מידה לעירייה או מועצה מקומית למעט מועצה אזורית
לאמת מידה הקבועה בטור א׳ שבתוספת יהיה משקל יחסי לגבי עירייה או מועצה מקומית, למעט מועצה אזורית, כמפורט בטור ב׳ שבתוספת לצידה.
