1. מטרה
מטרתן של תקנות אלה לקבוע סדר דין לניהול הליכי הערעור שלפי החוק במתכונת הדומה לסדרי הדין הנהוגים בבית משפט לעניינים מינהליים לפי חוק בתי משפט לעניינים מינהליים, התש״ס–2000, ובפרט לסדר הדין בערעור מינהלי כמשמעותו בסעיף 5(2) לחוק בתי משפט לעניינים מינהליים, באופן אשר יבטיח סעד מהיר ויעיל תוך אפשרות לקיום בירור עובדתי ככל שהדבר דרוש, והכול כפי הקבוע בתקנות אלה.
