3. חוות דעת של היועץ המשפטי לממשלה
(א)היועץ המשפטי לממשלה ייתן חוות דעת ועצה משפטית בענייני חוק ומשפט לכל גורמי הרשות המבצעת ובכלל זה בענייני חקיקה, והוא רשאי לעשות כן מיוזמתו אם ראה צורך בכך.
(ב)חוות דעת תינתן בכתב, אולם יכול שתינתן בעל פה אם היועץ המשפטי לממשלה סבור כי יש טעם בכך.
