3. שמירת דינים
אין באמור בתקנות אלה כדי לפגוע בזכאותו של ניזוק ביישוב או באזור שהוכרז יישוב ספר ערב תחילתן של תקנות אלה, והוא רשאי לבחור בין פיצוי לפי תקנות אלה לבין פיצוי לפי התקנות העיקריות כנוסחן ערב תחילתן של תקנות אלה.
