כדי לקבל לידיהם סחורות כל־שהן, יגישו מקבל־המשלוח, או סוכנו, למנהל הנמל פקודת־מסירה, שבה יהיו נקובים סימניהם ומספריהם הנאותים של החבילות והחפצים ומספרם, תיאורם ותכולתם.
