על אף האמור בכל דין, בעד השירותים הנקובים בסעיף 9 לתוספת הניתנים למיכליות הפורקות נפט גלמי ליד מזח דלק או מיקשר דלק בנמל אילת, ישלם הקברניט למנהל חברת קו צינור אילת אשקלון בערבון מוגבל את האגרות המפורטות בסעיף האמור.
