5. חישוב תפוסתו של כלי־שיט ואורכו לפי אומדן המנהל
כלי־השיט שלא הוצגה תעודת הרישום שלו כנדרש בתקנה 3 או תעודת הרישום שהוצגה אינה מהימנה לדעת המנהל, רשאי הוא לחשב את אורך כלי־השיט ותפוסתו לפי אומדן שייקבע על ידיו, והאגרות לכלי־שיט כאמור ישולמו על בסיס חישובי המנהל, זולת אם עד להפלגת כלי־השיט מתחום הנמל הוצגה תעודת רישום מהימנה ואז יחולו הוראות תקנה 4.
