5. שמירת דינים
(א)תקנות אלה באות להוסיף להוראות כל דין ולא לגרוע מהן.
(ב)האמור בתקנות אלה לא יפגע בהוראות כל חיקוק המטיל חובת תשלום אגרה בעד שירות בנמל חיפה, אלא אם יש בתקנות אלה הוראה מפורשת אחרת.
