2. ביקורת המדינה
(א)מבקר המדינה יקיים ביקורת על המשק, הנכסים, הכספים, ההתחייבויות והמינהל של המדינה, של משרדי הממשלה, של כל מפעל, מוסד או תאגיד של המדינה, של הרשויות המקומיות ושל גופים או מוסדות אחרים שהועמדו על פי חוק לביקורתו של מבקר המדינה.
(ב)מבקר המדינה יבחן את חוקיות הפעולות, טוהר המידות, הניהול התקין, היעילות והחסכון של הגופים המבוקרים, וכל ענין אחר שיראה בו צורך.
