9. מילוי מקומו של הנגיד
נבצר מהנגיד למלא את תפקידיו או חדל הנגיד לכהן בתפקידו, ימלא המשנה לנגיד את מקומו של הנגיד ויהיה מוסמך להשתמש בסמכויותיו, כל עוד נמשכת הנבצרות או לא מונה נגיד חדש, לפי העניין.
