14. תפקידיה וסמכותה של רשות חינוך
(א)רשות חינוך מקומית תהא אחראית, משדרש זאת הממונה, לפתיחת בית ספר חדש ולקיום מלא או חלקי של בתי הספר הקיימים בתחומה, למעט בתי ספר של עדה ובתי ספר פרטיים.
(ב)רשות חינוך מקומית רשאית להטיל על תושבי תחומה ארנונה לצרכי חינוך בדרך שנקבעה; לא גבתה רשות חינוך מקומית ארנונה כדי קיום בתי הספר שבתחומה, רשאי השר להטיל את הארנונה ולאכוף תשלומה כאילו היתה מס המשתלם לאוצר המדינה.
