בתקנות כאמור בסעיפים 4 ו־5 יקבע שר הבריאות בהסכמת שר העבודה והרווחה, כללים בדבר קופת החולים שבה ייחשב תושב כרשום אם לא נרשם בקופת חולים לפי הוראות חוק זה.
