43. תובענה על מיטרד לציבור
לא תוגש תובענה על מיטרד לציבור אלא –
(1)על ידי היועץ המשפטי לממשלה או בא־כוחו, לשם מתן ציווי;
(2)על ידי אדם שסבל על ידי כך נזק ממון.
