לאחר תום התקופה הנקובה בסעיף 19כ, לא תיתן קופת חולים שירות בריאות ממלכתי, בין בעצמה ובין באמצעות נותני שירותים, אלא אם כן מתקיימות בשירות הבריאות ובמקום שבו ניתן שירות הבריאות הוראות הנגישות לפי סימן זה או לפי סעיף 158ו1 לחוק התכנון והבניה, לפי הענין, באופן סביר.
