שר הבריאות יקבע את ספקי השירותים הגדולים שחלות עליהם החובות לפי סעיפים 19יט, 19כב ו־19כד לחוק זה בהתחשב בהיקף פעילותו של נותן השירותים וכן בהיקף האוכלוסיה שאותה הוא משרת.
