על אף הוראות סעיף 9(א) לא ימנע בעל הזכיון כניסה לכביש האגרה ולא יעכב או ימנע נסיעה או שהייה בו של אמבולנס, רכב של משטרת ישראל, של שירות הביטחון הכללי או של צבא הגנה לישראל, רכב כיבוי שריפות ורכב לטיפול בחומרים מסוכנים של המשרד לאיכות הסביבה, כשהם מפיצים בפנס מיוחד אור מהבהב ומשמיעים אות אזעקה בפעמון או בסירנה.
