מי שאיננו תושב ישראל, לא ילמד נהיגה ברכב מנועי על ידי נהיגת רכב בדרך ולא ייבחן בבחינת נהיגה עיונית או מעשית, אלא אם כן יש בידו רישיון ישיבה בישראל.
