תושב אזור שבידו רישיון נהיגה בר־תוקף שניתן באזור לפי סעיף 38 לתוספת 1 בנספח iii להסכם הביניים, יראו אותו כבעל רישיון נהיגה בר־תוקף בישראל בדרגה מקבילה לדרגת רישיון הנהיגה שלו אם נתקיימו בו תנאי הגיל האמורים בתקנות 188 עד 190.
