החלטה שקיבלה המועצה בהתאם לסמכויותיה, בענין הנוגע לבעל רישיון לשידורי כבלים, ושלא פורסמה ברשומות, תחייב את בעל הרישיון לאחר שהובאה לידיעתו בכתב.
