התקשר בעל רשיון לשידורי לווין עם מפיק ערוץ לשם הכללת שידוריו בשידורים המוצעים בידי בעל הרשיון לשידורי לווין, יחולו על בעל הרשיון לשידורי לווין ועל מפיק הערוץ, יחד ולחוד, התנאים שנקבעו ברשיון וכללים שתקבע המועצה, מבין הכללים והתנאים החלים על בעל הרשיון לשידורי לווין, הכל כפי שתקבע המועצה.
