השר, בהתייעצות עם המועצה, רשאי לקבוע כללי אתיקה מקצועית וכללים בענין חובותיהם וזכויותיהם של שמאי מקרקעין ומתמחים בקשר למילוי תפקידיהם המקצועיים.
