4. סדרי הדיונים במועצה
(א)רוב חברי המועצה הם מנין חוקי בישיבותיה.
(ב)המועצה תקבע את סדרי עבודתה ואת סדר דיוניה, אלא אם כן נקבעו סדרים אלה בתקנות.
