קיום המועצה, סמכויותיה ותוקף החלטותיה לא ייפגעו מחמת שהתפנה מקומו של חבר מחברי המועצה או מחמת ליקוי במינויו או בהמשך כהונתו, ובלבד שמספר חברי המועצה לא פחת משבעה.
